Neela is a Bajoran religious activist who worked as an engineer aboard Deep Space Nine in 2369. (DS9: "Duet")
She was placed on Deep Space Nine as a cover for her assasaination attempt of Vedek Bareil, ostensibly to ensure the succession of Vedek Winn after the death of Kai Opaka. Among her criminal activities were the planting of a bomb and a failed shooting, which she believed to be the will of the Prophets. (DS9: "In the Hands of the Prophets")
