Nellen Tore was a native of the planet Delb II and the assistant to Admiral Norah Satie. She assisted her in the investigation of sabotage aboard the Enterprise. The hearing turned into a witch hunt, and Tore along with the other aides were appalled that Satie's tactics.(TNG: "The Drumhead")
