Minister Odala circa 2373.
Odala was the chief minister of the council of Voth Elders in 2373. She had Voyager transported inside a massive Voth city ship. Odala demanded that Gegen's return to the ship to face charges of hersey. She told him that she would order the Voyager crew killed unless he returned to face the council. He did return with Chakotay as a witness. She refused to listen to Forra Gegen's Distant Origin Theory. Odala told Gegen that he was a disruptive influence on their society and ordered him to reputiate his claims. Gegen at first resisted, until Odala informed him that she would send the crew to a detention center. Odala had him publicly renounce his theory, in exchange for freeing the Voyager crew. Odala would assign Gegen to less controvisal work.(VOY: "Distant Origin")
