The Orbital office complex was a Starfleet starbase in orbit of Earth in the late 23rd century.

In 2272, Admiral Kirk was transported to the Enterprise for the first time in two and a half years via travel pod from the orbital office complex. (Star Trek: The Motion Picture)

Background

The Orbital office complex, in this form, was only used in The Motion Picture. It was however turned upside down, and modified for the Regula I base in Star Trek II: The Wrath of Khan, from that reincarnation it was reused numerous times for Starbases in Star Trek: The Next Generation and Star Trek: Deep Space Nine.
