Lieutenant Osborne was a male Human Starfleet officer who lived during the mid-23rd century. He served aboard the USS Enterprise under Captain James T. Kirk during the mid-2260s.

In 2267, he served in the command division, serving as one of the ship's navigators. On stardate 3158, was the navigator when Sulu returned to duty after recovering from the power of Landru, after having replacing Hadley at that position. (TOS: "The Return of the Archons")

Later that same year, he transferred to the operations division, where he became a security officer. On stardate 3192, he accompanied Captain Kirk in a landing party that visited Eminiar VII. Briefly imprisoned, the landing party escaped custody, and Osborne impersonated an Eminian guard to assist Spock in rescuing Ambassador Robert Fox from an attempt by the Eminian authorities to execute him. Osborne was also present when Spock stormed the Eminian High Council chamber, thinking to rescue Kirk, who, as it turned out, did not need that kind of help. Osborne assisted Fox in guiding the High Council out of its chambers so that none of them would be injured when Kirk destroyed war-fighting computers which the High Council had been running. On stardate 3196, Osborne was part of a team that, led by Lieutenant Commander Giotto, hunted on Janus VI for a mother Horta which was killing miners on the planet. (TOS: "The Devil in the Dark")

The unknown actor who played Osborne received no credit.
The same actor appeared as Frank Wilson in the Dragnet episode "The Big Neighbor" (1967, with Hal Lynch), as a plainclothes officer in the Dragnet episodes "The Big Dog" (1967) and "The Big Shipment" (1967, with William Boyett, Dick Cherney, and John Hugh McKnight). [1] [2], as Cletus Carl Martin in the Dragnet episode "Homicide: DR-22" [3], and as a fighting student with a line of dialogue in the episode "Community Relations: DR-10" (1968, with Don Marshall and Tom Anfinsen). The Star Trek Encyclopedia (4th ed., vol. 2, p. 543) mistakenly credits Frank da Vinci for this role.
