Palmer was a Human female who served as a Starfleet officer during the late-24th century.

In the late 2360s, Palmer held the rank of lieutenant junior grade and was assigned to the USS Enterprise-D as a transporter operator.

In 2369, Palmer was on duty when the Enterprise-D discovered Thomas Riker, the transporter duplicate of Commander William T. Riker, on Nervala IV. (TNG: "Second Chances")
