Pell was a military officer in a pre-warp society on a planet visited by Enterprise in 2152.
When Captain Jonathan Archer and Lieutenant Malcolm Reed returned to the planet to retrieve a lost communicator, Pell apprehended the two, suspecting them of being operatives of "The Alliance", a political organization opposed to his own. After Archer and Reed were examined by a doctor, they were described as super soldiers developed by "The Alliance." Pell was ordered by General Gosis to execute them. Before the execution took place, they were saved by Tucker and a rescue squad using a captured Suliban cloaked cell ship. (ENT: "The Communicator")
