Phil Morris (born 4 April 1959; age 64) is an actor who played a Miri native in the Star Trek: The Original Series first season episode "Miri", Cadet Foster in Star Trek III: The Search for Spock, Thopok in the fifth season episode "Looking for par'Mach in All the Wrong Places", Remata'Klan in the Deep Space Nine sixth season episode "Rocks and Shoals", and John Kelly in the Star Trek: Voyager sixth season episode "One Small Step".

Morris is the son of the late Greg Morris, who played Barney Collier on the 1960s-70s spy series Mission: Impossible, which was filmed at the same studio where The Original Series (and, specifically, the Phil Morris episode, "Miri") was filmed and featured Leonard Nimoy for two seasons. His sister is Iona Morris.

Morris shared an acting coach (John Lehne) with Robert Picardo, who directed him during his appearance in "One Small Step".

His television guest appearances include roles on Cheers, Babylon 5, Smallville, Murder, She Wrote and, in his best known role, as lawyer Jackie Chiles on Seinfeld, appearing in the episode "The Caddy" with Armin Shimerman and copulating with Teri Hatcher's character in the series finale.

Phil later starred as Grant Collier (Barney Collier's son) in the continuation of Mission: Impossible. Morris co-starred with Leonard Nimoy in Atlantis: The Lost Empire (2001).

Morris voiced the recurring villain Vandal Savage on three episodes of the animated series Justice League, appearing in episodes with Larry Drake and Michael Dorn. He has also provided voice work for other comic book-based animated series, such as Green Lantern: The Animated Series, Ultimate Spider-Man, Batman: The Brave and the Bold, and Wolverine and the X-Men.

From 2006 to 2010, he played the recurring role of John Jones / the Martian Manhunter on the television series Smallville which has also featured John Glover, Robert Picardo and Felecia M. Bell.
