Phil Wallace was an ensign serving aboard the USS Pegasus with William T. Riker. In 2370, Riker would recall that Wallace was a "Hell of a handball player.", and was seriously considered for a promotion, presumably to Lieutenant Junior Grade (ENT: "These Are the Voyages...")
