An anabolic protoplaser was a medical device from the 2260s also known as a skin-grafting laser.
By stimulating the patient's anabolism, the natural healing process within the wound is accelerated. They were used to quickly and painlessly seal severed blood vessels and wounds without scars.
Since it stimulates anabolism, it is not species specific. Smaller sizes were for internal applications, while larger models dealt with external lacerations, abrasions, and surgical wounds of the skin. (TOS:"The Enemy Within"; TNG:"Frame of Mind")
