Captain Ramirez was the commanding officer of the starship Valiant.
In the early 2370s, he took several members of Red Squad on a tour of duty around the Federation.
In 2373, Ramirez met Jadzia Dax and Worf on Starbase 63. After Jadzia boasted with her Tongo skills, Ramirez managed to persuade her into playing a no-limit game. Ramirez, however, was a three-time Tongo champion, so Dax lost two bars of latinum to him. (DS9: "The Darkness and the Light")

On their way home, the Valiant encountered a Cardassian battle cruiser near El-Gatark. The two ships began to attack each other and both ships lost main power.
