Rekar was a Romulan Commander working for the Tal Shiar.
In 2374, Rekar lead a successful attack and take over of the Federation starship USS Prometheus. He and his officers were the first the test out the prototype Multi-vector assault mode of the vessel on a Federation Nebula class, which was a success, disabling the pursuing ship. Rekar and the others were eventually sent unconscious by the work of two Emergency Medical Holograms, who retook command of the vessel. (VOY: "Message in a Bottle")
