Rex Denning was a lieutenant general in the US Army Air Corps, circa 1947. He was in charge of the investigation of the crash of extraterrestrial spacecraft at Roswell. He was worried about the security of the American and the threat the aliens might pose. The aliens were Quark, Rom, and Nog.
IN order to secure his release, Quark offered to sell to General Denning advanced technological for weapons. Quark not realizing that a Cold War was in progress with the Russians, said that if his demand was not met, he would contact the Russians. This convinced the general that the aliens were dangerous, and he considered taking drastic action against them. The Ferengi were able to escape with Odo's help, and the incident was covered up stating it was a weather ballon that crashed. Nu(DS9:"Little Green Men")
