Richard Fancy (born 2 August 1943; age 80) is the actor who played Vulcan Captain Satelk in the Star Trek: The Next Generation episode "The First Duty". He also played an alien in the Star Trek: Voyager episode "Tattoo".

Outside of Star Trek, Fancy is best known for his recurring role as Elaine's boss, Mr. Lippman, on the hit television series Seinfeld, which starred fellow Voyager guest actor Jason Alexander. He appeared as Norman Klein in at least two episodes of L.A. Law, starring Corbin Bernsen and Larry Drake, and as Bruce Logan in several episodes of The District, with Jonathan Banks, Roger Aaron Brown, Joanna Cassidy, John Fleck, and Michelle Forbes. He also had a memorable role as the immoral (and unfortunate) Father Michael Ryan in two episodes of Boston Legal, starring William Shatner and Rene Auberjonois, in 2005.

He has a number of feature films to his credit, including Sunset (1988, with Malcolm McDowell and Andreas Katsulas), Tango & Cash (1989, with Marc Alaimo, Roy Brocksmith, Teri Hatcher, Clint Howard, Glenn Morshower, and Michael J. Pollard), What About Bob? (1991, with Reg E. Cathey), Species (1995, with Herta Ware), Nixon (1995, with Robert Beltran, Bill Bolender, Tony Plana, Saul Rubinek, and Paul Sorvino), Lawnmower Man 2 (1996, with Kevin Conway and Matt Frewer), and Being John Malkovich (1999). He co-starred with Reg E. Cathey, Christopher Carroll, David Clennon, Thomas Kopache, Lawrence Monoson, and Saul Rubinek in the acclaimed 1993 TV movie And the Band Played On.
