Admiral Richard James was a Starfleet officer of the 24th century.
In 2245, he was listed as a Fleet Operations officer on the dedication plaque of the USS Brattain. (TNG: "Night Terrors", dedication plaque)
He was named after set designer Richard James.
There was, in addition, a Captain Richard James and a Lieutenant Commander Richard James, who served aboard the Voyager.
