In 2371, the crew of the USS Voyager discovered a new element in the ring system of a class D planet in the Delta Quadrant. (VOY: "Emanations")
The rings of Ba'ku had special metaphasic properties that stopped the aging process for the inhabitants, the Ba'ku. In 2371, the Son'a, with the help of Starfleet Admiral Matthew Dougherty, attempted to collect the radiation for their own purposes, which would leave the planet uninhabitable.
