The Ruling Tribunal was the Aquan government. They were guided by the Aquan ordainments. (TAS: "The Ambergris Element")

Only High Tribunes and Junior Tribunes were specifically named. Cadmar's rank is a logical extrapolation from dialog. He is not a Junior Tribune because he talks about the Junior Tribunes always trying to change things. Later, "Seniors" are stated to be those who will not go back to the surface, unlike the "Juniors."
