Lieutenant Russ was a 23rd century Starfleet command division officer who served aboard the USS Enterprise under Captain James T. Kirk.
In 2267, Russ was part of the damage control party that beamed over to the damaged USS Constellation after it was discovered adrift, following an attack by a planet killer.
Upon beam in, he noted that the Constellation's filtration systems were non-functional. Once the landing party split up, Russ joined Scott, Elliott and Washburn to main engineering to check and see if the ship's phaser banks had been fired.
While in engineering, the three ran a complete structural and control damage check, while Scott checked out the ship's engines.
Later, when the Enterprise was attacked by the planet killer, the damage control party became stranded aboard the Constellation when the Enterprise's transporters went down. In an effort to assist the Enterprise, Russ assisted Scott in cross circuiting the warp drive controls with the impulse engines.
