Starbase 514 was a Federation starbase.
The SS Vico reported to Starbase 514 while conducting its mission in a black cluster in 2368. (TNG: "Hero Worship")
According to the Star Trek Encyclopedia, after "The Neutral Zone" aired, it was decided that the number of starbases would be kept low (i.e. under 500). The only other starbases whose numbers are higher than 500 are Starbase 515, Starbase 621, Starbase 718, and Starbase 4077.
According to the Star Trek: Star Charts, on the star chart United Federation of Planet I, Starbase 514 was located in the Alpha Quadrant.
