The Starfleet Charter was the document which established Starfleet in the early 22nd century. The phrase "to boldly go where no man has gone before" originated in the Starfleet Charter. (Star Trek V: The Final Frontier)
Article 14, Section 31 of the Charter makes allowances for bending Starfleet regulations in times of extraordinary threat. This section was cited as the foundation for Section 31 even into the late 24th century. (ENT: "Divergence"; DS9: "Inquisition")
In 2152, T'Pol transmitted a copy of the Starfleet Charter, amongst other records, to jam the sensors on Tandar Prime in an elaborate attempt to beam down Malcolm Reed undetected. (ENT: "Detained")
The following starships were dedicated with the Charter phrase "to boldly go where no man has gone before" or the similar phrase "to boldly go where no one has gone before:"
- Enterprise NX-01 - 2150
- USS Enterprise (NCC-1701) - 2245
- USS Enterprise (NCC-1701-A) - 2286
- USS Enterprise (NCC-1701-B) - 2293
- USS Enterprise (NCC-1701-C) - 2332
- USS Enterprise (NCC-1701-D) - 2363
- USS Enterprise (NCC-1701-E) - 2372
In addition, the quote was engraved onto an historical sailing ship's steering wheel on the Enterprise-A in 2287. (Star Trek V: The Final Frontier)
