The Starfleet Officer's Manual was a field reference guide for prospective or current Starfleet officers.

In 2375, Ensign Harry Kim quoted Section 126 of the manual to B'Elanna Torres, which stated: "When taken captive by a hostile force, seek out any opportunity to engage the assailant." (VOY: "Warhead")

In 2377, Kim lent a Starfleet Officer's Manual to Terek after he expressed an interest in becoming a starship officer. This helped Terek to learn bridge protocols aboard the Nightingale, such as announcing the presence of the captain on the bridge. (VOY: "Nightingale")
