AT: "xx" Starfleet Operations (also known as Fleet Operations or Fleet Ops) was an agency within Starfleet Command. This agency was one of the oldest with its origins dating back to Earth Starfleet. The agency was located in San Francisco, Earth, Sol Sector. (TNG: "Conspiracy", directory placard; ENT: "Demons", directories)
In the 2270s, Admiral James T. Kirk was Chief of Starfleet Operations, a position which would be held by Admiral Leyton a hundred years later. (Star Trek: The Motion Picture; DS9: "Homefront")
Starfleet Operations cleared the USS Enterprise for departure for its training cruise in 2285. (Star Trek II: The Wrath of Khan)
