Stephan was part of a group of colonists originally bound for Gemulon V aboard the SS Santa Maria.
He was apparently a troublemaker and over ten years after they landed on a planet in the Orellius system, he was put in the punishment box for stealing a candle. He apparently shared a close friendship with Alixus whom she referred to him as "my friend" and looked at him fondly during her last address to the colonists.
As Alixus pointed out, had it not been for the "accidental" crash which she caused, Stephan probably would have ended up in prison. (DS9: "Paradise")
Stephan was played by actor Erick Weiss.
