Strategic Operations was one of the sub-divisions of Starfleet Operations, along with Administrative Operations, Engineering Operations, and Tactical Operations.
Y. Efland, I. Feinberg, T. Okayama, and others were assigned to Strategic Operations in 2372, serving under Admiral Leyton. (DS9: "Paradise Lost")
According to the Star Trek Into Darkness App, After his promotion to Admiral, Christopher Pike was placed in command of Starfleet's Strategic Operations Center, at Starfleet Headquarters.
