The tactile interface is a feature aboard some stations and computer terminals aboard 24th century Federation starships, so that beings with poor eyesight or who could not see in the same way as others could still use the consoles.
In 2374, in an alternate timeline, Lieutenant Commander Tuvok had been blinded by a detonating chroniton torpedo. As a result, he had to use the tactile interface to access tactical control of the bridge. It was activated by a simple word command to the computer. (VGR: "Year of Hell, Part II").
Although only seen on the tactical console on the Voyager bridge, it is reasonable to assume the feature is on many consoles, not just throughout the Voyager, but throughout the Federation Starfleet.
