Regarding the *note* on chiefs. This was still at the time when O'Brien was a lieutenant, give or take a few episodes, back when the meaning of a pip was somewhat limbo, when it came to enlisted personnel. Because Herbert's position, and the multiple uses of the term "chief", are we not assuming a bit much about him being an ensign when he was never called one per se?
