Tarsas III was an Earth type planet, possessing at least one moon, that was located in the Tarsas system. The Federation Starbase 74 was in orbit around the planet. This planet was located near Sol, the Orion Sector Tactical Command, and Starbase 4077. (TNG: "11001001", TNG: "Conspiracy")

The fact that Tarsas III looks so much like Earth was, of course, because stock footage of the original USS Enterprise entering the Earth Spacedock in orbit of Earth was superimposed with the new USS Enterprise-D entering the same port.
