The Terrellians are a spacefaring humanoid race, and member of the United Federation of Planets.
Sometime before 2349 while Chakotay was a cadet at the Academy he sparred with a Terrellian. (VOY: "The Fight")

The commander of the lead ship was named Androna, played by Martha Hackett. It was further inferred in this scene that the Terrellians were Federation members, because Picard wanted to order them back into Federation space.
