Tokath was the Romulan in charge of the secret prison camp on Carraya IV, where Klingons captured at Khitomer were sent.
He was married to Gi'ral, one of the Klingons in the camp. Together, the two had a daughter, Ba'el. Tokath distrusted Worf, and refused to let him leave the encampment. When Worf and Bael became romanticially involved, he disapproved. When Worf refused to cooperate with him, he ordered Worf's execution. His daughter stood by Worf and Tokath let him leave the encampment, if he promised not to tell its location.(TNG: "Birthright, Part II")
