The Lum District, one of the districts in this city, was where the Zibalian trader Kivas Fajo was from. This city was mentioned in Fajo's Federation biographical database file. (TNG: "The Most Toys", okudagram)
Both Tomobiki City and the Lum district are references to the Japanese anime and manga series Urusei Yatsura, a favorite of the TNG production staff. As such, the city might also have a relation to the SS Tomobiki
