Uncle Sam was often referred to as the personification of the United States of America government.

After comparing the Ferengi to the "Yankee traders", Data doubted that the Ferengi wore red, white, and blue, or looked anything like Uncle Sam. (TNG: "The Last Outpost")

While running the Dixon Hill holoprogram in 2364, Jean-Luc Picard, Data, and Whalen passed an advertising poster of "Uncle Sam" near a newsstand. The poster reads "I Want You For U.S. Army". (TNG: "The Big Goodbye")

In 1962, Vic Fontaine was concerned with getting his books in order for his casino. He was worried that if he didn't get them in order Uncle Sam would come down on him "like a ton of bricks". Nog sympathized with Vic, noting that Uncle Sam sounded an awful lot like his Uncle Quark, and later offered his assistance with the bookkeeping. (DS9: "It's Only a Paper Moon")

During the late 1990s, an establishment called Uncle Sam's Psychic Readings operated in Los Angeles. It advertised by sending out a man on stilts, dressed as Uncle Sam. (VOY: "Future's End")
