Uncle Sam was often referred to as the personification of the United States of America government.
In 1962, Vic Fontaine was concerned with getting his books in order for his casino. He was worried that if he didn't get them in order Uncle Sam would come down on him "like a ton of bricks". Nog sympathized with Vic, noting that Uncle Sam sounded an awful lot like his Uncle Quark, and later offered his assistance with the bookkeeping. (DS9: "It's Only a Paper Moon")
