Devidians in their true form

These Devidians were observed by Data when he transported down to Devidia II. They lived out of phase and Data used a phase discriminator to make visual contact with them. They were two and three meters in height, had no eyes and possessed an orifice that resembled a mouth. They ingested Human neural energy as their nourishment. Deanna Troi stated that she did not sense life within them, at least not normal life, more of an echo of life, and that they had all died in terror, thus this may not be their true form, that they are somewhat similiar to ghosts. (TNG: "Time's Arrow", "Time's Arrow, Part II")

The Devidians were played by Robert Seeley and unknown performers. The glowing of their suits was later added in post production.
Michael Hood was one of the designers and creators of the alien suits.

Female in Human form

This Devidian took female Human form and traveled back to 19th century San Francisco in order to obtain Human neural energy, which was the Devidian's nourishment. She and her male counterpart acquired this energy by draining the subject of their neural energy, killing the subject. (TNG: "Time's Arrow", "Time's Arrow, Part II")

This Devidian female was played by background actress Eugenie Bondurant in "Time's Arrow" and replaced by actress Mary Stein in "Time's Arrow, Part II", because she had dialogue.

Male in Human form

This Devidian took male Human form and traveled back to 19th century San Francisco in order to prey on Humans. Human neural energy was the Devidians nourishment. They acquired this energy by draining the subject of their neural energy, killing the subject. (TNG: "Time's Arrow", "Time's Arrow, Part II")

This Devidian male was played by and unknown actor in "Time's Arrow" and replaced with recurring background actor Arvo Katajisto in "Time's Arrow, Part II".
