The Kyrian arbiter

The Kyrian arbiter was part of a commission formed to investigate Quarren's activation of USS Voyager's EMH program. The Doctor gave startling evidence that the account of the great war between the Vaskans and Kyrians was incorrect. The arbiter wanted the investigation stopped and the EMH program deactivated. She believed that this was an attempt by the Vaskans to blame the war on the Kyrians and further subjugate her people to second class status. Her objections were overruled and the investigation continued. (VOY: "Living Witness")

Like most of his information which was in error, Quarren told him that Voyager had a complement of three hundred people, and that the Borg drones on Voyager had assimilated many races to serve in the Voyager army.
