This male was the leader of the first faction that contacted the Enterprise-D. He had agreed to peace talks to be conducted by the famous mediator, Riva. After one of the opposing faction's soldiers killed Riva's chorus, he returned to the talks where Riva intended to teach each faction sign language in order to communicate. (TNG: "Loud As A Whisper")

This Solari was played by Chip Heller, who was identified in the script as "1st Leader/Warrior", but credited as "Warrior #2".
The Star Trek Customizable Card Game gives his name as Grenis.

This lieutenant belonged to the first faction that contacted the Enterprise-D. He arrived at the designated position with his leader and armed with a laser weapon. (TNG: "Loud As A Whisper")

This Solari was played by an actor with the first name Peter.

A Solari leader

This male was the leader of the second faction that contacted the Enterprise-D. He had agreed to peace talks conducted by the deaf mediator Riva. His second in command, who opposed the peace talks, tried to kill Riva but instead killed his chorus. This Solari leader then killed the traitor. As Riva was being beamed back to the Enterprise-D, he yelled for Riva to come back and that he was needed. Riva later returned, intending to teach each faction sign language in order to communicate. (TNG: "Loud As A Whisper")

He was part of Commander William T. Riker's memories while being infected on the surface of Surata IV and treated in sickbay. (TNG: "Shades of Gray")

This Solari was played by Richard Lavin, who was identified in the script as "2nd Leader/Warrior", but credited as "Warrior #1".

This lieutenant belonged to the second faction on Solais V that contacted the USS Enterprise-D in 2365. He opposed the peace negotiations, and attempted to assassinate Riva - the deaf mediator called in to conduct peace talks - though he ended up killing Riva's chorus instead. Reacting to this assassination attempt, the lieutenant's leader killed him. (TNG: "Loud As A Whisper")

This traitor was later part of Commander Riker's memories while being infected on the surface of Surata IV and treated in sickbay. (TNG: "Shades of Gray")

This Solari was played by John Garrett, who was credited as "Lieutenant".
