The Blond Solari Leader was the leader of one of the factions on the war-torn planet Solais V. He had agreed desperate for peace talks, to be conducted by famous mediator Riva. Riva being deaf, depended on his telepathic powers, and those of his three aides, to communicate with others. After one of the opposing factions soldiers killed Riva's Chorus, he returned to the talks and would be taught sign language in order to communicate with Riva. (TNG: Loud as a Whisper)
