The Keeper was magistrate of the dying Talosian race and charged with the upkeep of the Talosian menagerie on Talos IV. The Talosian race had been almost become extinct due to a nuclear holocaust that left their planet virtually uninhabitable and killed most of the species.

The menagerie was a test to determine the intelligence and resourcefulness of its captives. The Talosians needed to find a species to re-colonize their planet. The Keeper used illusions and telepathic suggestions to imprison and test the subjects.

In 2254, the Talosians imprisoned Captain Christopher Pike. The Keeper and two others tried several illusions on Pike to make him interested in Vina. She was a human that had crashed landed on their planet causing extension injuries that deformed her, but through illusion she assumed a beautiful appearance. The keeper wanted Captain Pike and Vina as breeding stock for a new, stronger race to repopulate the planet. He passed their tests and escaped, but the Keeper determined that the human race was unsuitable due to their strong will and refusal to submit to captivity. After the Keeper showed Pike Vina's true appearance, the Keeper agreed to take care of Vina and provide her with an illusory Captain Pike to keep her company. (The Cage)

Many years later, Pike was disfigured and crippled after saving trainees from an accident. A wheelchair that was tuned to his brain could use blinking light signals to respond to simple queries in the affirmative or negative, but that was the extent to which he could communicate. The Keeper agreed to allow him to live on Talos, and gave him the illusion of his healthy self and reunited him with Vina. (The Menagerie, Part I)
