Such a person would also outrank such major characters like McCoy and Montgomery Scott. In any case, in the funeral appearance, this man could be seen wearing no rank insignia on his sleeves.

"The Trouble with Tribbles" writer David Gerrold played this unnamed, uncredited extra. He had reportedly written a cameo for himself (as Mr. Freeman) in that original, but was unable to be included in the filming. With new footage being filmed taking place in that episode almost thirty years later, Gerrold got to rectify that mistake playing a redshirt. He did have other Star Trek appearances in the interim (see Command division crewmember below).
Since he carried a phaser on a standard issue black security belt, he was a security officer.

According to Gene Roddenberry's novelization of the film, this character was Vice Admiral Lori Ciana, Kirk's supervisor (and lover) at Starfleet Command. Kirk and Lori had lived together for a year in a very intimate relationship during his first year back on Earth. She had become a surrogate Enterprise to Kirk during that time, according to Roddenberry's novel. Per the novel, Nogura had used her to manipulate Kirk.

It states on the front cover of the novel for this first movie, it is based on the screenplay & story, thus eliminating the validity of Wise's comments on this issue. The transporter victims were clearly identified in the novel. Kirk recognized Lori and Sonak as they were nearly fully patterned for an instant; then becoming dying masses of chaotic flesh. Both twisted in agony as organs formed outside the writhing shapes and then were gone. Kirk fought to control his voice as he asked Starfleet to express his condolences to Admiral Ciara's parents and to reach Commander Sonak's family through the Vulcan Embassy. Ilia had no connection to the transporter incident. She was already assigned as a navigator based on the Deltan superior navigating skills. Lori was not a navigator. Kirk had not expected Lori on the Enterprise and he surmised in the novel that she must have volunteered at the last minute in her capacity as a trained zeno-psychspecialist. Kirk felt the mission would be most seriously impacted by the loss of Sonak who was the second best science officer in the fleet.

In the DVD commentary for the Director's Cut, however, director Robert Wise suggests this individual was ship's original navigator and that Ilia was assigned as a replacement after her death, which would explain Decker's surprise at her arrival.
