Uttan Narsu was a Starfleet admiral in the 22nd century. Stationed at Starbase 12, Narsu commanded all of the Federation starships in the sector, including the USS Essex.

In 2368, after having taken control of the bodies of three crewmembers of the USS Enterprise, a group of non-corporeal entities attempted to convince Captain Picard that they were the disembodied spirits of members of the Essex crew. Attempting to test them, Captain Picard asked whose command they had been under, a question to which the entity which had taken over Counselor Deanna Troi responded correctly. Picard remained unconvinced, however, and was eventually successful in foiling the entities' plans. (TNG: "Power Play")
