Victoria Miller was a Human civilian in the 24th century. She was the wife to Steven Miller, and mother of Wyatt Miller, whom she betrothed to Deanna Troi when they were children.

In 2364, upon arriving at Haven, the Miller family sent up a Betazoid gift box to the USS Enterprise, where Deanna was serving as counselor. They came aboard, and immediately began planning the wedding ceremony. Shortly thereafter however, Lwaxana Troi, daughter of the Fifth House, the Holder of the Sacred Chalice of Rixx, and Heir to the Holy Rings of Betazed beamed aboard. Victoria and Lwaxana did not get along well, and disagreed on many things during their brief stay.
