The Vulcan High Command was the most powerful governmental body on Vulcan during the early 22nd century, and its de facto military government.

The High Command was responsible for overseeing military and civilian organizations, as well as Vulcan's space fleet, diplomatic missions, and scientific research.

The Vulcan High Command existed as early as 1957. In that year, a Tellarite freighter relayed a distress call to the High Command from a Vulcan research team stranded on Earth. (ENT: "Carbon Creek")

In 2097 the High Command annexed Weytahn, calling it Paan Mokar. (ENT: "Cease Fire").

In May of 2153, the High Command ordered Subcommander T'Pol (via Ambassador Soval) to return to Vulcan rather than join Enterprise NX-01 on its mission into the Delphic Expanse. T'Pol resigned her commission rather than obey. (ENT: "The Expanse")

This would imply that either the High Command was re-established in some form, or that Lorot was somehow assimilated before 2154, long before official first contact with the Borg. If the former, then Vulcan Space Central and the V'Shar might also operate under the authority of the High Command. It should be noted that Vulcan maintained its own fleet of ships separate from Starfleet as late as 2368, as seen in TNG: "Unification II"

In an alternate reality, the Vulcan High Command was reinstated sometime before 2258, when Vulcan was destroyed by Nero. (Star Trek)

This would imply that the High Command was either reinstated after 2233, the point of divergence, or it was reinstated in both universes. The latter possibility would facilitate Lorot being assimilated after first contact with the Borg.
