In an alternate timeline in which Nazi Germany had invaded the United States, as of 1944 Washington, DC was controlled by German forces. Before the federal government evacuated the city, the president made a vow to persevere. After the city's occupation, the White House became the NAZI headquarters in the United States. In 1986, after unsuccessfully interrogating Pavel Chekov on board the U.S.S. Enterprise, a FBI agent conferred with a civilian representative of the A.E.C.. The civilian suggested that they contact people in Washington for help. (Star Trek IV: The Voyage Home)
