Lieutenant William Chapman was a Human Starfleet engineer who was assigned to structural engineering aboard the USS Voyager under Captain Kathryn Janeway. Chapman became stranded in the Delta Quadrant along with the rest of the crew of Voyager in 2371.

When Seven of Nine attempted to learn, first hand, the art of dating in 2375, she referred to USS Voyager's crew manifest to determine a potential match, based on work performance and compatible interests. From her search, she was able to narrow down to two crewmen, Doug Bronowski and William Chapman. Chapman was chosen by Seven because the two had worked together once on an away mission and she regarded him as "efficient." Harry Kim, personally felt he was "a nice guy."

While Chapman was working with Robertson in one of the Jefferies tubes, he was approached by Seven, who requested his presence that night at 1900 hours on holodeck 2.

When Tom Paris learned of Chapman's date with Seven, he explained to The Doctor that Chapman was "renowned for being nervous around women" and that "Seven's dominant personality will have him running for the airlock before dessert."

For their date, Chapman arranged for them to have the "best table in the house." As they were sitting down, he confessed to her that he "wasn't sure you'd actually show up," and that he "thought one of my friends put you up to it." Once they were seated, he helped himself to the champagne to ease his nervousness, as he confessed to Seven that "it's been a long time since I've been out on a date."

For their main course, the two each had lobster. When Seven broke open the exoskeleton of the lobster, the resulting force flung pieces all over Chapman. To move past that incident, Chapman suggested that they should order dessert. Seven interpreted the suggestion as his "wish to accelerate our social encounter." He explained to her that that was not the case, and told her that he was having "a very interesting evening," before moving along to the point where he asked her to dance.

Starting out a bit rough, as neither were very experienced at dancing, they eventually got in sync, when Seven decided to give Chapman a twirl. Unfortunately, in doing so, she accidentally tore a ligament in his shoulder, and the date ended with him going to sickbay to be treated by Tom Paris. (VOY: "Someone to Watch Over Me")

A few weeks later Chapman suffered from space sickness due to a temporal disruptor and had to cancel a game of ping pong with Tom Paris because of the ailment. (VOY: "Relativity")

Chapman was played by actor Brian McNamara in "Someone to Watch Over Me". The civilian wear worn by McNamara as Chapman was sold off on the It's A Wrap! sale and auction on eBay. [1]
The 26 January 1999 revision of the script had indicated that Chapman was initially described as "Lieutenant Lansing... Structural Engineering," he was further described as "human, moderately attractive." Paris later stated that his name as "'Arnie' Lansing".
