Groppler Zorn was a member of the Bandi species living on Deneb IV, involved with the supervision of Farpoint Station in 2364.
Zorn forced a shapeshifting spaceborne entity to take the form of a starbase. Zorn's acts were eventually discovered by the crew of the USS Enterprise-D and the creature was returned to space. (TNG: Encounter at Farpoint)
